The U.S. government's pursuit of the death penalty against al-Qaeda operative Zacarias Moussaoui has inadvertently shown that even a mildly competent George W. Bush could have headed off the attack that killed almost 3,000 people and sent the nation off on a dangerous mission of revenge. If Bush had reacted aggressively to the CIA's Aug. 6, 2001, warning, he could have energized the FBI and CIA to put together the final pieces of the puzzle.
